New York’s Unemployment Benefits System upgrade on November 2, 2026 will delay payments. What do I need to know?
The New York State Department of Labor (DOL) will begin upgrading its unemployment insurance system on Monday, November 2, 2026, at 5 p.m. Eastern Time. The upgrade is expected to take 9–12 calendar days.
During this period, claimants will be UNABLE to certify, and benefit payments will be DELAYED.
What should I do?
- Certify before the shutdown. Complete your certification for the week ending November 1 before 5 p.m. on November 2. To avoid the cutoff, aim to finish by 4:59 p.m. If you miss the deadline, DOL says you can backdate your claim in the upgraded system. Instructions on how to certify are here.
- Plan for a temporary interruption in payments. Claimant’s usual payment schedule will be disrupted. Delayed benefits are not lost: after the system reopens, claimants must file or certify to receive the benefits for which they are eligible. DOL has not promised a specific payment date.
- You cannot certify online or by phone during the shutdown. New claims, weekly certifications, account access and updates, and the unemployment insurance call center will be unavailable. Continue certifying normally before the shutdown, then resume when DOL announces that services are available.
- Continue your work search and keep records. DOL directs claimants to complete and document at least three work search activities each week during the upgrade. Keep these records so you can accurately certify for the affected weeks afterward.
- Use virtual Career Center appointments for job-search assistance. DOL’s upgrade guidance directs customers to virtual appointments during this period. These appointments do not replace unemployment certification.
Career Centers will be open virtually from November 3 – November 27 to assist customers. Make a virtual appointment online. - Watch for reopening instructions. DOL will notify claimants when the upgraded system is available. Check NYS DOL’s upgrade page and follow its instructions to certify for the affected weeks.
How will I are be notified?
DOL’s outreach includes pop-up videos and notices during certification, website announcements and instructional videos, office posters and computer-screen notices, staff reminders, press outreach—including Spanish-language media—Penn Station messaging, and posts on YouTube, Facebook, Instagram, TikTok and X. Elected officials have also received scripts to help inform constituents. Staff have been briefed and provided with standard messages.
Claimants should read or listen to these notices carefully before the shutdown.
Will updates be accessible in my language?
The exact number of languages and any direct-mail outreach to visually impaired claimants is still undetermined. DOL’s published announcement says the upgraded system is designed to work with screen readers and other assistive technologies.
What will change after the upgrade?
You will use your existing NY.gov accounts to access the new system. DOL says you will be able to file and certify from smartphones, check claim status, exchange messages, and upload documents online. Access to Unemployment Insurance files on your account is still uncertain.
