Mark headshotMark Shelton is General Counsel for Barclays Bank PLC, based in New York.
 
Before joining Barclays in 2015, Mark was co-Chair of the Financial Institutions Group at Gibson, Dunn & Crutcher LLP, focused on advising financial institutions on bank regulation, securities and commodities regulation, and regulatory investigations and enforcement. Prior to that, Mark held the roles of Global Head of Investigations and Americas General Counsel at UBS AG. Before joining UBS, he was a partner in the Securities Group at Wilmer Cutler & Pickering in Washington, DC. He began his financial services career in the Office of General Counsel at the US Securities and Exchange Commission.
 
Mark has extensive experience advising banks, broker-dealers, private funds and investment advisors on financial products, regulation and enforcement. He has been an adjunct professor teaching securities law at the Georgetown University Law Center in Washington, DC and was appointed by President George W. Bush to serve on the board of the Securities Investor Protection Corporation. He currently serves on advisory boards to the Bank Policy Institute and The ClearingHouse Association.
 
Mark is a graduate of the University of Virginia School of Law, where he was elected Order of the Coif and was an editor of the Virginia Law Review.

SHOUT (Supportive Housing Organized and United Tenants) represents tenants and applicants from across New York City, including LGBT people, people with disabilities, people of color, and low income people who are currently and formerly homeless and navigating supportive housing. SHOUT is the first organizing group in New York City created by and for supportive housing tenants and applicants. Supportive Housing has long been presented as the premiere solution to housing insecurity and chronic homelessness, however, the lived experiences of many supportive housing tenants and applicants fall far short of the promise of the supportive housing model. SHOUT was formed to center the experiences of supportive housing tenants and applicants, shifting the balance of power to ensure that supportive housing in New York City lives up to its vision and intent: accessible, stable, and dignified permanent housing that is truly supportive of tenants and applicants.
